Oakland City Administrator Jestin Johnson resigned over the weekend of May 16–17, 2026 after Mayor Barbara Lee said she had been informed of inappropriate text messages directed at or about women colleagues, prompting a swift internal review and an immediate personnel change at the top of the city's administrative office.

Mayor Lee's Response and the Circumstances of the Departure

Lee said she learned of the communications on Friday evening and subsequently accepted Johnson's resignation. A quick internal investigation, which the mayor described as verifying the messages' existence, preceded the final decision. Lee described the texts as "wholly incompatible with the values of this administration and those of the people of Oakland," and said she would not tolerate conduct of that nature from anyone in her administration, according to reporting on the resignation.

Johnson was appointed city administrator in 2023 by then-Mayor Sheng Thao. The position carries an annual salary of $340,000 and sits at the operational center of city government, overseeing day-to-day municipal functions. Lee moved quickly to fill the vacancy, appointing Assistant City Administrator Elizabeth "Betsy" Lake as interim city administrator. Lake brings eight years of experience working within Oakland city government and a 30-year background practicing law, as reported following the announcement. Her institutional familiarity with the city's operations is the stated basis for the appointment, though no timeline has been given publicly for a permanent replacement search.

The episode arrives as Oakland continues to navigate a period of fiscal and administrative pressure. Whether the leadership transition affects ongoing city operations in the short term remains to be seen as Lake assumes the interim role.
